The incident occurred on the SR-51 (Capital City Freeway) northbound offramp to Exposition Boulevard near the Cal Expo area. It was first reported by CHP at 3:28 p.m.
It unclear what led up to the crash, but at one point the suspect driver forcefully opened the reporting party's door, punched her, grabbed her hand, and tossed her cell phone.
CHP said the woman was driving a borrowed gray Nissan SUV and had been in a hurry to pick up her children from school.
The CHP report did not report her injured.
